SHEDFIELD PARISH COUNCIL - RESPONSIBLE FINANCIAL OFFICER (part time)

We currently have an opportunity for someone to join a small energetic team investing in a growing community.  Shedfield Parish Council covers the three villages of Waltham Chase, Shirrell Heath and Shedfield and currently has  3500  inhabitants.

 

There is a strong sense of community within the villages.  The Parish Council manages a Recreation Ground in each of the three villages, as well as at the Triangle at Waltham Chase and an amenity area at Provene Gardens.  The parish council also looks after the Shedfield Common, Shedfield Cemetery and the allotments at Shirrell Heath. We are also in the process of working on an exciting project to refurbish the Pavilion at Shedfield.

 

The overall responsibilities of the Responsible Finance Officer (RFO) are the maintenance of the proper financial records of the Council and the prudent management and administration of its funds and finances. Ideally the appointee will have previous experience in the sector and sufficient financial experience to operate the Council's Edge accounting system and manage the financial affairs of the Council.  This will include drawing up an annual budget and precept request, payments, VAT and the returns for two charities, process invoicing and payments, monthly bank reconciliation and year end accounts in preparation for audit.

 

The applicant will also require good interpersonal and communication skills.  Being able to communicate and work with councillors and the parish clerk is key.  There is a Finance and Admin Committee, which reports to the full council and the RFO would need to attend these meetings.  This involves approx 7 evening meetings a year usually on a Monday evening.

 

This is a part time position, 8 hrs a week.  The position is based at the office at Shedfield pavilion working alongside the Clerk and Assistant Clerk, although some hours could be worked from home by arrangement.  Once the pavilion is extended there may be a need for a few more hours per month with some additional responsibilities for booking out the pavilion and sports pitches.

 

The salary will be £18-23K LC2 (£12.98-£14.42 per hour) with the option of enrolling into the Local Government Pension Scheme.
